2. A pattern is discerned.
3. A method is discovered.
4. A policy is implemented.
5. The method is taught.
6. The policy is enforced.
7. The situation changes.

How to use rules as tools - not barriers.
Many rules are un-stated. Ask "Why?" to discover the unspoken rules. Always review the reason for the rule. Set a review date when you create the rule. Test for changes in the situation and assumptions. Watch out for "we've always done it this way". Ask "Why?" and "What if?"
